  • (a)

    Design improvements of indoor plumbing fixtures have substantially reduced the volume of water required to operate such fixtures effectively.

    (b)

    Increasing demand throughout the Rio Grande region requires implementation of water conservation programs and policies by municipalities throughout the region to safeguard the availability of water for all beneficial purposes.

    (c)

    Effecting measures that incorporate higher efficiency standards in water-intense plumbing applications are an integral part of ensuring the economic and ecologic vitality of communities in the Rio Grande region.
