§ 22-63. Establishment of rules and regulations.

  • (a)

    Before adopting, amending or abolishing a rule or regulation the city manager shall hold a public hearing on the proposal.

    (b)

    The city manager shall determine the time and place of the hearing and, in addition to the notice required under Vernon's Annotated Civil Statutes, Article 6252-17, shall notify each permit holder and such other persons as the city manager determines are interested in the subject matter of the hearing.

    (c)

    After the public hearing, the city manager shall notify the permit holder and other interested persons of his action and shall post an order adopting, amending or abolishing a rule or regulation on the official bulletin board in the City Hall for a period of not fewer than ten (10) days. The order becomes effective immediately upon expiration of the posting period.
