§ 23-71. Utility lines.

  • (a)

    Placement of utility lines. All utility lines shall be installed and constructed in alleys, utility easements, specific use easements or street rights-of-way granted to the city by dedication on the plat or if required by appropriate written document filed for record, with the County Clerk of Maverick County, at the expense of the person requesting the installation of such utilities.

    (b)

    Approval of utility lines. All utility lines so installed in alleys, utility easements, specific use easements or street right-of-ways shall be in accordance with the utility layouts submitted by the subdivider and approved in writing by the city manager, the City of Eagle Pass Water Works System and/or other approved water district or agencies involved with providing utility services.

    (c)

    Sequence of installation of utility lines. All sanitary service connections and other underground utility service connections and/or lines placed under a street and/or alley must be installed before a street and/or alley is paved. Magnetic tape shall be required in all such construction.

    (d)

    Prohibition of pavement cuts. All utility service connections, specifically excluding sanitary sewer service connections, which will cross any portion of a street required to be paved by these regulations, if installed after paving, shall be installed by boring beneath the paved surface in such a way that no cut shall be made in the paved surface.

    (e)

    Installation beyond edge of pavement. Where it is necessary that utility service connections pass under the street pavement, they shall be installed to a point of at least three (3) feet beyond the edge of the pavement.

    (f)

    Destruction of monuments. The destruction of any monuments during the construction or installation of any utility line is hereby expressly prohibited, and the penalties provided for under section 23-8 of this chapter shall be applied for any infraction of this regulation.

    (g)

    Inspection by city staff. All construction work shall be subject to inspection by representatives of the city, and no portion of any utility line installed in any excavation shall be covered unless, and until, the construction of such portion shall have been inspected and approved by a representative of the city in writing.

    (h)

    Placement of service outlets. All service outlets to said utility lines must be installed in a manner which will not obstruct the free passage of maintenance vehicles and shall be permanently identified and marked.

    (i)

    Submission of as-built plan sets. Upon completion of construction, ten (10) sets of "as built" plans shall be filed with the city secretary.
