§ 25-4. Establishment of rules and regulations.

(a)

Before adopting, amending or abolishing a rule or regulation, the chief of police shall hold a public hearing on the proposal.

(b)

The chief of police shall determine the time and place of the hearing, and shall notify each holder of a taxicab permit and such other persons as the chief of police determines are interested in the subject matter of the hearing.
