§ 25-18. Annual permit granted by the chief of police; service requirements.

(a)

Before an annual permit is granted, the application for the annual permit must be approved by the chief of police. The granting of an annual permit by the chief of police is contingent upon the applicant meeting all requirements set forth in this chapter and shall not be granted unless:

(1)

The proposed taxicab service is required by the public convenience and necessity; and

(2)

The applicant is fit, willing and able to operate the taxicab service in accordance with the requirements of this chapter, provisions of the annual permit, and other applicable law.

(b)

The holder of an annual permit must provide taxicab service as specified in the permit.
