§ 26-138. Installation and set-up of meters, pay stations, fees; revenue restricted for downtown.
(a)
The city manager and/or his designee must provide for installing, setting up, and maintaining parking meters and pay stations where authorized by law.
(b)
Each parking meter and pay stations must be set up to be actuated by the deposit of the appropriate currency of the United States of America or Mexico and/or the "Smart Card."
(c)
The city manager and/or his designee may issue a parking card ("Smart Card") for use in a meter or pay station and shall establish rules to administer usage.
(d)
Any person desiring to park any vehicle within a designated parking meter space and/or pay station located within the areas listed under subsection (1) below, shall deposit the proper coins, United States or Mexican currency, in the parking meter as described on subsection (2) below:

On Ryan Street from Main Street to Ford Street;
On Commercial Street from Garrison Street to Ford Street;
On Main Street from Ceylon Street to Commercial Street.

Twenty-five cents ($0.25) for each thirty (30) minutes of time desired; fifty cents ($0.50) for each one (1) hour of time desired; and seventy-five cents ($0.75) for each two (2) hours of time desired. For convenience, the motorist may purchase from the City of Eagle Pass at the tax office, or at any other location(s) determined by the city manager, a "Smart Card" that when inserted in the meter will register up to the maximum of two (2) hours, or two dollars ($2.00) worth. However, when the motorist re-inserts the "Smart Card" upon leaving the parking space, it will only charge the time actually used and the card balance is reduced only by the time actually used. Also for convenience, the meter will accept Mexican pesos based on the equivalent value for U.S. currency charges noted above. The city manager is authorized to adjust these amounts as necessary to account for fluctuations in the exchange rate as published in the Wall Street Journal on the last business day of each calendar quarter. New rates will be effective on March 1, 2013.

Twenty (20) percent of all revenue collected from parking meters shall be deposited in a fund established for the beautification and enhancement of the downtown area.
Individual parking spaces within an on-street parking meter zone are designated by the individual meter poles. Individual parking spaces for off-street parking facilities shall be designated by lines or numbers or both. The city need not designate individual spaces in the on-street pay-station zones, but pay station zones shall have signs at both ends of the zone. Parkers must park their vehicles within the signs.
