§ 27-141. Functions of advisory committee.

  • (a)

    The functions of the advisory committee are those set forth in chapter 395 of the Texas Local Government Code, as amended, or any successor statute, and shall include the following:

    (1)

    Advise and assist the city in adopting land use assumptions;

    (2)

    Review the capital improvements plan regarding (a) roadway; (b) storm water, drainage, and flood control; (c) water; and (d) wastewater capital improvements or facilities expansions and the written comments thereon;

    (3)

    Monitor and evaluate implementation of the capital improvements plan;

    (4)

    Advise the city of the need to update or revise the land use assumptions, capital improvements plan and capital recovery fees; and

    (5)

    File a semiannual report evaluating the progress of the city in achieving the capital improvements plan and report to the city any perceived inequities in implementing the plan or imposing the capital recovery fee.

    (b)

    The city shall make available to the advisory committee any professional reports prepared in the development or implementation of the capital improvements plan.

    (c)

    The council shall adopt procedural rules for the committee to follow in carrying out its duties.
