The city manager, acting through the director of public works, shall be responsible
for the enforcement and administration of this article including, but not limited
to, enacting any procedures necessary for the administration of the stormwater drainage
utility fund, developing maintenance programs, and establishing stormwater drainage
criteria and standards for operation of the stormwater drainage utility system.
