§ 28-2. Definitions.
For the purpose of this chapter, the following terms shall have the definitions indicated:
Motor vehicle: Every vehicle which is self-propelled or any device in or by which any person or property is or may be transported or drawn upon a public street or highway, except devices moved only by human power or used exclusively upon stationary rails or tracks.
Non-consent tow: Any tow of a motor vehicle that is initiated by a police officer or any other city officer authorized to remove vehicles due to a wreck, disability, or violation of a federal, state, or city ordinance.
Operator: Any person operating a motor vehicle.
Owner: Any person who holds the legal title of a motor vehicle or who has the legal right of possession of such vehicle.
Wrecker business: The business of towing, moving or removing vehicles regardless of the purpose of the towing.
Wrecker company: Any person or entity engaged in the wrecker business.
Wrecker or tow truck: Any motor vehicle used for the purpose of towing, moving or removing vehicles. Where the word "wrecker" appears herein, it shall also include tow truck unless the language specifically excludes tow trucks.
Wrecker rotation list: The rotation list of qualified wrecker companies approved and used by the city.
