§ 2-4. Assistant city secretary, office created; duties.
(a)
The office of assistant city secretary of the city is hereby created.
(b)
The assistant city secretary of the city shall have and exercise the power to act, in the absence of the city secretary from the discharge of his duties as such city secretary, in all things incumbent upon the city secretary by him to be done, and in his stead.
