§ 2-21. Applicability.
(a)
These personnel rules and regulations shall apply to all individuals employed in the service of the city, regardless of their classification or number of hours worked, except that the employment, discipline, and termination of the city manager, municipal court judge, alternate municipal court judge and city attorney shall rest solely at the will of the city council in accordance with the City Charter.
(b)
These personnel rules and regulations shall govern conduct in the workplace as well as at any location that could be reasonably regarded as an extension of the workplace, such as any field location, off-site business-related social function, city vehicle or facility where city business is conducted and discussed.
(c)
These personnel rules and regulations are severable, and if any provision or part of a provision is held invalid, illegal, or unenforceable, this shall not affect the validity of the remaining provisions or parts of provisions, which shall remain in full force and effect. Changes in state or federal law or regulations will supersede these personnel rules and regulations and/or departmental policies from the effective date of the law or regulation forward.
