If an ethics panel find that there has been a violation of any provision in sections 2-221 through 2-230, sections 2-241 or 2-242, sections 2-250.1 through 2-250.3, section 2-250.17, that is related to the awarding of a contract, the city council must vote on whether
to ratify or void the contract. In the event that city council cannot ratify or void
the contract due to conflict, the city manager shall determine whether to ratify or
void the contract. Such action shall not affect the imposition of any penalty or remedy
contained in this code of ethics or any other law.
