§ 2-261. Declaration of policy.

  • Policy. It is the policy of the city to provide for the fair and prompt investigation of any complaint made against a peace officer or employee of the PD of the city through the IAD; that the conclusions/findings of the IAD be proper keeping in mind the rights and interests of the affected peace officer or employee on the one hand and the complainant on the other; and that a review of the conclusions/findings of the IAD by an independent CRC which, following that review, may make a recommendation to the chief of police ("chief") of the PD for final determination is a goal that the council believes will both strengthen the PD and maintain a high level of public trust the citizens of the city have in its peace officers and employees of the PD. The council, therefore, believes that the establishment of a CRC will be in the best interest of the citizens of the city as well as the peace officers and employees of the PD of the city.
