§ 2-283. Powers and duties.
The parks and recreation advisory board shall have the following powers and perform the following duties:
(1)
It shall act solely in an advisory capacity to the city staff and the council in all matters pertaining to parks and recreation; shall acquaint itself with and make a continuous study and review of the complete parks and recreation services of the city; and shall confer with the staff and city council from time to time as to the present and future maintenance, operation, planning, acquisition, development, enlargement, and use policies of the city's park and recreation services.
(2)
It shall study and encourage the development of parks and recreation areas and study and encourage the development of wholesome recreation for all residents of the city.
(3)
It shall discuss with the parks and recreation director problems of development of recreation areas, facilities, programs, and improved recreational services.
(4)
It shall recommend the adoption of standards, areas, facilities, programs and financial support.
(5)
The members of the board shall study and review the master planning guide for parks and recreation and become familiar with such plan and its relation to existing and proposed facilities and shall become aware of any revision or updating thereof.
(6)
It shall provide recommendations to the parks and recreation director on the development of long-range capital improvement programs, and, when in its opinion the need exists for additional park and recreational facilities, grounds, or premises, it may make appropriate recommendations to the council. It may also recommend the acquisition of additional parks, park and recreational equipment and supplies.
(7)
It shall develop for the council's review and approval the rules and regulations for the conduct of the advisory board business.
(8)
It shall develop for the council's review rules, regulations, and policies governing the use of parks and recreational facilities.
(9)
It shall make any other recommendations to the council regarding parks and recreation matters that it considers advisable.
(10)
It may solicit for the city, gifts, revenues, bequests, or endowments of money or property as donations or grants from persons, firms or corporations, subject to the approval and acceptance by the council.
(11)
It may, from time to time recommend to the council amendments or changes to this division.
(12)
The advisory board, through its chairperson, shall make both an oral and written report annually to the council concerning its activities during the past year and its proposals for the coming year.
(13)
The advisory board shall have no authority over the direction, supervision, employment, or termination of employees of the parks and recreation department. No supervisory power of the board is created or should be implied.
(14)
The advisory board in conjunction with the parks and recreation director shall develop and recommend written policies and procedures for the parks and recreation department to follow in the conduct of all recreational activities, which said policies and procedures shall be subject to approval by the council.
(15)
The advisory board will develop for council's approval a set of by-laws governing rules of procedure for their meetings and operation.
(16)
The advisory board shall not have the power to obligate the city for any funds or expenditures or incur any debt on behalf of the city.
(17)
All powers and duties prescribed and delegated herein are delegated to the advisory board as a unit and all action hereunder shall be of the advisory board acting as a whole. No action of an individual member is authorized except through the advisory board.
