§ 3-4. Advertising matter not to be placed on utility poles.

No person shall place, affix, or attach to any utility pole, within the city, any sign, or paper, or advertisement, of any description, without first obtaining the permission in writing from the owner of such pole or poles, and without the written approval of the city manager.
