Article IX. HISTORIC BUILDING PRESERVATION AND PROTECTION |
§ 8-182. Main Street Advisory Board establishment and organization.
a.
Establishment. There is hereby established the City of Eagle Pass Main Street Advisory Board, hereinafter referred to as the "board."
b.
Composition and appointment. The board shall consist of nine (9) voting members. The voting members shall be appointed by the mayor and the city council, and shall be interested in the preservation and development of historic areas. The members of the board should include professionals in architectural history, planning, real estate, and other disciplines related to historic preservation to the extent that those professionals are available in the city. Up to one (1) voting member of the board may include a member of the city council. Up to three (3) non-voting, advisory member(s) may be appointed to the board by the mayor, with approval by the city council. Board members shall serve without compensation, except for reasonable expenses incurred in the performance of their duties.
c.
Term. Voting members shall each serve for a term of two (2) years. The term for non-voting, advisory members shall be for two (2) years. A voting member vacancy shall be filled within ninety (90) calendar days for the duration of the term.
d.
Board administrator. The Main Street Manager, as designated by the city manager, shall serve as the ex-officio administrator of the board. The manager shall provide staff assistance to the board, and issue certificates of appropriateness as directed by the board.
e.
Officers. The board shall elect from its members a chair and vice-chair, who shall serve for one (1) year and who may be re-elected no more than three (3) consecutive times for the same position.
f.
Rules. The board shall adopt rules for the transaction of its business. The rules must include the time and place of regular meetings and a procedure for the calling of special meetings.
g.
Meetings. Board meetings must be open to the public in accordance with Texas Open Meetings Act, and a public record shall be kept of the board's proceedings and actions. The board shall hold regular meetings, at least monthly, except when it has no business pending. Special meetings may be called in a manner determined by the board and its rules.
