§ 3-6. Meetings.
The city council shall meet in regular session at least once a month as provided by ordinance and may hold as many additional meetings as may be necessary for the transaction of the business of the city and its citizens.
The mayor or any two (2) councilmen may call special meetings at any time. In case of any special meeting called, every reasonable effort shall be made to contact each member of the council, and all news media should be notified, but failure to notify news media shall not affect the validity of any action taken at such meeting.
All meetings of the city council, regular or special, shall be open to the public, except for those closed sessions allowed by state law.
Three (3) members of the council, including the mayor or the mayor pro tem, shall constitute a quorum to do business, and three (3) affirmative votes shall be necessary to pass any issue that might come before the council. When the city council becomes composed of six (6) councilmen as provided for in this charter, a quorum shall consist of four (4) members and four affirmative votes shall be required for passage of any issue that might come before the council.
