§ 10-1. Power to grant; term.

The city council shall have, by ordinance, the power to grant, renew and extend all franchises, easements, or rights of a public nature of all public utilities operating within the city and with consent of the franchise holder to amend the same, provided, however, that no franchise shall be granted for an indefinite term and no franchise shall be granted for a term of more than twenty (20) years and franchises may not be transferred or assigned by the franchisee to another party without the city council's approval.
