§ 14-8-24. Environmental and solid waste management fund.

  • (a)

    All fees collected in the operation of the recycling, landfill, solid waste management, and all related environmental services provided by the city shall be deposited into the environmental and solid waste management fund.

    (b)

    The gross revenue generated from the recycling, landfill, solid waste management, and all related environmental services shall be used in order of priority as listed below:

    First: Payment of all necessary and reasonable maintenance and operating expenses for the services provided through the environmental and solid waste management fund.

    Second: Payment of debt (principal and interest) associated with operation of the services provided through the environmental and solid waste management fund.

    Third: Minimum of thirty thousand dollars ($30,000.00) contribution per month to a capital replacement account for the garbage and refuse collection service.

    Fourth: Minimum [of] fifty thousand dollars ($50,000.00) per year to be transferred to the landfill fund to finance the closure/post closure costs of the city's type IV landfill.

    Fifth: Any remaining funds may be transferred to the city's general fund at the recommendation of the comptroller subject to approval of the city manager with notice to be given to the city council.
