§ 19-2. Arrest without warrant.

The police of the city are hereby authorized to arrest without warrant all persons acting in a suspicious manner or found in suspicious places in the city and under circumstances which reasonably show that they have been guilty of some felony or breach of the peace, or who threatens or are about to commit some offense against the laws or ordinances.
