This chapter is adopted under the authority of the Constitution and the laws of the State of Texas including particularly Chapter 212, Texas Local Government Code and Subchapter J, Chapter 16, Texas Water Code and Section 2-1 and Article 9 of the Charter of the City of Eagle Pass.
